After Hurricane Katrina, Louisiana decided to put all failing public
schools on the open market as a way of overhauling them. A decade later,
various cities and states throughout the U.S. have come up with their
own charter school experiments, and are closely watching to see the
outcomes of New Orleans.
Two main reports have examined academic success over the last nine
years. On paper, the results look good. On the 10th anniversary of
Katrina, the New Orleans’ Recovery School District (RSD) could be
considered a national model. The rate of graduation stands at 73 percent
up from 56. In 2014, 63 percent of students in grades 3 to 8 managed to
score “basic” or above on state standardized tests. This is a 30
percent increase from the previous year where 33 percent scored the
same.
