Members of New York's Medicaid Redesign Team II Announced

 
Governor Andrew Cuomo today announced the members of the Medicaid Redesign Team II. The Governor announced in his FY 2021 Executive Budget address that the Team will find savings in the Medicaid program in the same way the first Medicaid Redesign Team, or MRT I, which he established in 2011, set the course for recurring savings that kept the program's spending growth to less than half the national average.

The reconstituted team, known as MRT II, will develop a comprehensive set of recommendations to build on the successful strategy of the original MRT while identifying changes to the State's Medicaid program that will generate $2.5 billion in recurring savings within the upcoming FY 2021 State budget.

As a result of MRT I reforms and the Medicaid Global Cap, New York State held Medicaid state-share funds spending growth to an average of 2.2 percent compared to a national average of state funds spending of 5.3 percent, and saved tax payers more than $19 billion.

The Team will commence its work immediately and, consistent with MRT I, hold its first public meeting on Tuesday, February 11th. The Team will submit its report with findings and recommendations to the Governor and Legislature in March for consideration in the Fiscal Year 2021 Enacted Budget.

The MRT II will be charged with accelerating the strategies of MRT I that have proved successful for the last nine years while creating course corrections in order to ensure financial sustainability to the Medicaid program. The Team is charged with advancing a comprehensive set of recommendations that will generate $2.5 billion in 2021 with recurring savings in subsequent years. The Governor has directed the Team to identify those savings with the following directives: ensure zero impact on local governments and zero impact on beneficiaries; find industry efficiencies and/or additional industry revenue; and root out waste, fraud and abuse.

Americans Against Antisemitism Launches Millennial-Focused Women's Committee

We are pleased to announce the creation of a Women's Committee within Americans Against Antisemitism focused on engaging and empowering millennials all across America. Inna Vernikov, Esq. has been appointed as the Chairwoman of the newly formed committee and Mazal Barton will serve as Vice Chair.

"We are extremely excited to launch our WCAAA. I can think of no one better than Inna Vernikov to spearhead our new initiative to inspire and empower Millennial females from around the country to fight back against Antisemitism," said National Director Bryan E. Leib.

“I’m incredibly grateful to have been appointed Chairperson of the Women’s Committee for AAA,” said Vernikov. “Together with my group of loud and proud female voices, I am confident that we will change the climate of antisemitism that has infested our country. Human and Civil Rights Leader Margaret Huang Hired as New SPLC President and CEO

I am delighted to announce that internationally renowned human and civil rights leader Margaret Huang has been hired as the new president and chief executive officer of the Southern Poverty Law Center and the Southern Poverty Law Center Action Fund beginning on April 20.

When we began our search, we sought out a leader with a distinguished social justice record, a proven commitment to diversity, equity, and inclusion, strong management skills within a large social justice organization, and ingenuity and vision. 

That led us to Margaret. In her, we have found all those characteristics and more.

Margaret, who currently serves as executive director of Amnesty International USA, brings more than 25 years of leadership experience to SPLC and the SPLC Action Fund. Throughout her career, she has been a champion for social justice and human dignity, advocating against discrimination and oppression.

Huang is the architect behind Amnesty International USA’s campaigns to protect the human rights of migrants and refugees, torture survivors, gun violence victims, and activists and protestors globally. In this role, she has also worked with members of Congress on critical pieces of legislation; led several human rights missions to the U.S.-México border to hear from asylum-seekers and document abuses; accompanied three transgender youth across the border to seek asylum; and sent and led human rights observer delegations to Baltimore, Ferguson, Missouri and Standing Rock, North Dakota, to monitor and document police responses to protestors.

She previously served as the executive director of the Rights Working Group, which focused on protecting human rights and civil liberties of communities in the post-September 11 era. She also served as director of the U.S. program at Global Rights, program director of the Robert F. Kennedy Center for Human Rights, program manager at The Asia Foundation, and as committee staff for the U.S. Senate Foreign Relations Committee.

With Margaret’s leadership, I am confident we will continue our journey to not only be an effective 21st Century civil rights organization doing vital work, but also a model, demonstrating best practices to partner with employees and the communities we serve to create an environment where all can thrive.

We are as committed as ever before to combating the forces of hate and bigotry and to exploring new and innovative ways to work with allied organizations as we all tackle the challenges our nation is facing.

Governor Andrew Cuomo Issues Update on the Novel Coronavirus 

Governor Andrew Cuomo today announced an update on the status of testing for the novel coronavirus in New York State. As of today, samples from 17 New Yorkers have been sent to the Centers for Disease Control and Prevention for testing. Of those, 11 have come back negative. Three samples from New York City and three samples from New York State outside of New York City are pending, for six total pending samples. There are still no confirmed cases of novel coronavirus in New York State.

As Governor Cuomo announced Sunday, a hotline has been set up for New Yorkers to call at 1-888-364-3065 where experts from the Department of Health can answer questions regarding the Novel Coronavirus. The Department of Health has also created a dedicated website as a resource for New Yorkers.

"Even though there are no confirmed cases of novel coronavirus in New York State, we continue to take every precaution necessary to ensure the health and safety of all New Yorkers," Governor Cuomo said. "While the risk to New Yorkers is still low, we urge everyone to remain vigilant, stay informed, follow the recommended steps to protect themselves and their families, and call our coronavirus hotline if you still have questions or concerns."

The Department of Health continues to provide preparedness guidance to New York's health care facilities and local health departments and is working closely with the Port Authority of New York and New Jersey to adhere to CDC-led airport entry protocols for travelers arriving from China -- which took effect Sunday evening. 

New York State Health Commissioner Dr. Howard Zucker said, "As this situation continues to evolve, the State Department of Health remains in close contact with our federal, state and local partners to protect the health of all New Yorkers. It is important for people to take appropriate precautions, just as they should to protect themselves against the flu, and have confidence that we are prepared to handle this public health issue."

City Planning Commission Votes in Favor of Lenox Terrace in Harlem

 
The largest private affordable housing initiative in Harlem took a major step forward today as the City Planning Commission voted 11-1 (with one abstention) to approve the plan for Lenox Terrace.

More than 60 years after The Olnick Organization built Lenox Terrace, the plan will add approximately 400-500 affordable apartments – including some 160 units available to people earning minimum wage – new neighborhood-focused shops and restaurants, six acres of landscaped green space, and a wide array of amenities available to all Lenox Terrace residents, all at no additional cost to current residents.

The project is expected to create over 2,700 on-site construction jobs and 300 permanent jobs, and result in the spending of several hundred million dollars at area businesses. It also will include a new home and urban farm space for Harlem Grown, the beloved community-based nonprofit.

Inside the NYPD: Officers to Collect Samples If ‘DNA Owed’ Comes Up During Database Search

From The G-Man has learned that back in October of 2019, an NYPD training sergeant informed his officers that in January of 2020 they will begin collecting DNA samples from people who allegedly committed infractions, which would  require their names be run through a database. If “DNA Owed” comes up during the search, prisoners will be required to submit a sample. If they refuse, they will be charged with Obstructing Governmental Administration, 2nd Degree, in addition to the violation(s) that led to their arrest.

From The G-Man recently reviewed New York City Police Department (NYCPD) Interim Order PG 208-72 (Obtaining Prisoner DNA Sample), which was issued on January 1 by NYPD Commissioner Dermot Shea. It can be viewed on pages 174 through 177 of the NYCPD Public Patrol Guide. According to the directive, “When a prisoner is being processed for a Desk Appearance Ticket (DAT) and it is discovered that the prisoner is required to submit a DNA sample, the attempt to obtain the sample will be conducted at the command of arrest. In addition, if a prisoner is being processed as an online arrest and it is discovered that the prisoner is required to submit a DNA sample, the attempt to obtain the sample will be conducted at the borough Court Section.” In other words, sample collection is done solely at the command or the court working in conjunction with the NYPD.

Additionally, in 2019, officers were instructed to watch a special training video on their NYPD-issued iPhones on how to collect and secure the sample. The Evidence and Property Control Bureau (EPCB) was solely responsible for collecting the samples, but that is no longer the case. The NYPD has not provided hands-on training on the collection of DNA samples at any of its precincts, and it is not clear as to whether officers have undergone or are undergoing training at its academy. From The G-Man was unsuccessful in its effort to obtain or review the video because it can only be accessed through NYPD.org. However, From The G-Man spoke with NYPD officers from various precincts who confirmed the existence of the video, which was said to range from 10 to 15 minutes in duration. One officer expressed concern over the lack of hands-on training. “Hundreds of officers will now be entrusted with obtaining and handling DNA samples when many of them can barely fill out a ‘61’(complaint report) without making  serious errors,” said the officer.

From The G-Man presented the following scenario to one of the officers.

“A person commits a felony assault and is taken into custody. The person's name is run through the database and he or she pops. The person is told they must submit a sample or be subject to arrest. The person responds, ‘I demand to see the search results or I will not comply!’ Does the person have a right to review the results of the search?” “No,” said the officer. “I’m not required to show them anything. I would basically tell that person that I’m just carrying out my duties as a member of law enforcement and that they could address that issue with their attorney.”  

In the wake of reports that NYPD officer Justin D'Amicoat falsified a police report in the Eric Garner case, and the fact that several officers were arrested or terminated in 2019 for criminality and violating their oath to protect and serve, another NYPD member told From The G-Man that elected officials and the general public should be extremely concerned about the new policy. “When you consider the fact that professionals who are responsible for collecting DNA samples require certification, there are some major questions that need to be answered. For example, why are the samples being sent through department mail? Why isn't the department conducting hands-on training instead of telling an officer to simply watch a video on his or her phone?,” said the officer. "If an officer was recently charged with falsifying a police report, and others have been arrested or terminated for criminal acts, imagine what someone with bad intentions will do with a DNA sample." A federal law enforcement official who spoke with From The G-Man agreed. “The procedure for collecting the sample, to a point, appears sound. I have a major issue with the samples being transferred through department mail, said the agent.” “For me, that’s a chain of custody issue, and that’s significant. If samples will be sent through department mail, how many people will be in possession of it before it reaches its destination? Will each person handling the samples be required to log into a computer or sign something indicating they possessed the samples? In my view, the NYPD should’ve provided a lot more information on this part of the process in its interim order.”  

From The G-Man placed several calls and submitted an email to the NYPD’s Deputy Commissioner of Public Information (DCPI) office to obtain detailed information and pose a series of questions on the newly-imposed DNA collection policy. To date, there has been no response.

Op-Ed: Trump, the Evangelical Republican Right (ERR(c)) and 'God'

 
 
The Evangelical Republican Right (ERR[C]) has announced for some time now that Trump has been "chosen by God" to be President. This raises a number of questions for which I do not have the answers. I do wonder if they might. After all, they are the ERR.

First, how do they know this? Revelation, memo, ghostly appearances, secret communications, not-so-secret communications? In any case, it would do them well to share the answer with the rest of us. For if this is so, I suppose that their next move would be to dispense with elections.

Second, precisely which God are they talking about? After all, there are numerous conceptions of he, she, it, or they (all of them unknowable for sure, but that's another matter).

Third, of course the concept of God is tied up in the ERR's(C) Creation Story. It happens that there are numerous Creation Stories (in addition to the one in the Judeo-Christian Bible), from the world's numerous religions. How do we know that that ERR's is the correct one?

$1.9 Million Awarded in Environmental Justice Community Impact Grants


Governor Andrew Cuomo today awarded $1.9 million in Environmental Justice Community Impact Grants for 21 community-based projects that address environmental and public health concerns. The funding supports initiatives in low-income communities and communities of color that have historically been burdened by pollution and other environmental challenges. New York State has awarded an estimated $11 million in grants to environmental justice groups across the state since 2011.

"When we support grassroots efforts to build a greener, healthier, and more sustainable New York, everyone benefits," Governor Cuomo said. "This newest round of Community Impact Grants will make a positive difference in the lives of all New Yorkers through innovative and successful initiatives that promote environmental justice and a better quality of life."

Since 2006, the Department of Environmental Conservation's (DEC) Office of Environmental Justice has offered competitive grants to support communities facing a disproportionate burden of environmental issues. This funding assists communities in developing and implementing programs that address environmental issues, harms, and health hazards, build community consensus, set priorities, and improve public outreach and education.

DEC Commissioner Basil Seggos said, "Community Impact Grants support organizations undertaking comprehensive projects that address environmental concerns and study how environmental factors adversely influence quality of life in communities of color and low-income communities across New York. DEC remains committed to addressing environmental justice issues and looks forward to working with our new grantees to improve the environment in their communities."

Merely weeks since a spree of attacks against Jews around New York City and state, the beefed up police presence around Jewish synagogues and community centers has nearly all but disappeared. I personally surveyed Flatbush/Midwood, while other members of my team went around Crown Heights, Borough Park, and Monsey, and we all found the same surprising thing: the police are all but gone.

If the reason for the removal of the police is that attacks against Jews have decreased, it’s quite obvious that it was likely due to the fact of police presence, so removing those effective police will likely backfire and bring us right back to the situation that necessitated increased police presence in the first place.

The Jewish communities are not feeling safe yet. While the hardcore violence we’ve known from the previous year has abated momentarily, the hate and vitriol being spouted at Jews in person and online has not. And therefore, I am calling on the mayor and governor to maintain a higher state of vigilance rather than letting our guard down now when we are still vulnerable. We are not out of the woods yet. So I don’t understand why now, just when the police presence is proving effective, they would be pulled back when we know that the hate fueling the latest rise has not actually disappeared. The Jewish community is still living in fear, so Police presence is still needed at this juncture.

New York Mental Health Professionals, State Building Inspectors Head to Puerto Rico


February 2, 2020 - Governor Cuomo announced the deployment of 26 bilingual mental health professionals and 25 state building inspectors to Puerto Rico to assist in the recovery efforts as the island continues to recoup from a string of devastating earthquakes.

2020 Women's Conference Aims to Empower Faith Leaders Across NY

On February 7, from 8:00 a.m. to 4:30 p.m., Rev. Dr. LaKeesha Walrond, the first woman and first African American woman President at the New York Theological Seminary (NYTS), will host the 2020 Eleanor Moody-Shepherd Women’s Conference, an annual conference dedicated to empowering female faith leaders across New York. The conference will be held at the Interchurch Center, 61 Claremont Avenue in New York City.

Professor and Dean of the Howard University School of Divinity, Rev. Dr. Yolanda Pierce, will deliver the keynote - building on this year’s theme, “Women in Leadership: Lighting the Dark in the 21st Century Women’s Conference.”

A range of female clergy powerhouses will discuss topics including the 'Critical Role of Women in Churches', 'Faith and Mental Health in the 21st Century', and 'Justice is Not Just for Men’ among others.

The Women’s Conference is one of the many events hosted by the Eleanor Moody-Shepherd Resource Center for Women of Faith. The Eleanor Moody-Shepherd Resource Center for Women of Faith is designed to support non-ordained and ordained women in ministry at NYTS and in churches. Dean of Students and Professor of Women Studies at New York Theological Seminary, Rev. Dr. Eleanor Moody-Shepherd founded the center in 1986.

Pamela Holmes-Saxton, Associate Pastor at Emmanuel Baptist Church, Ms. Topeka Sam, Founder and Executive Director of The Ladies of Hope Ministries, and Rev. Mirza Sanchez-Medina, Deputy Chief Academic Officer for the Division of Multilingual Learners – NYCDOE.
