Albany - A $2 million fine appears to have done nothing to quell the war of words
between New York state utility regulators and Charter Communications,
the owner of Spectrum cable TV.
John Rhodes, the chairman of the Public Service Commission, now says
that Charter is "gaslighting" its customers when it claims it has been
living up to promises it has with the state to build out its high-speed
internet network to under-served areas of the state.
