Millions of Americans were under the threat of flooding Tuesday as
severe storms brought torrential rain from the Gulf Coast to the
Northeast — including areas already waterlogged by recent downpours.
Flood watches and advisories were in place from
Washington, D.C., through to Boston as heavy overnight rain was forecast
to continue until the early afternoon.
