22 Additional NY Work Projects Opened to Bidding



First Contracts Awarded to Begin Vital Highway and Bridge Repairs

A total of 22 additional New York Works projects have been opened to bidding, representing more than $39 million in repair work to highways, bridges, and parks across New York State.

The State Department of Transportation (DOT) opened bids on three separate NY Works contracts, which represent $34.8 million in highway and bridge construction at 19 sites.

The State Office of Parks, Recreation, and Historic Preservation (OPRHP) opened bids on three separate NY Works contracts which represent $4.2 million in repair and upgrade projects at three state parks.

Governor Andrew Cuomo also announced that the first NY Works highway and bridge contracts have been awarded representing a $71.2 million investment for repair work to 31 roads and bridges.

DOT awarded contracts representing $51.4 million in construction on 30 roads and bridges across New York State.

In addition, the State Bridge Authority announced a contract has been awarded for construction on the Newburgh-Beacon Bridge North Span, representing $19.8 million for lead removal and painting.

"The NY Works program is working effectively to jumpstart important infrastructure repair and rebuilding projects across New York State," Cuomo stated.

"With today's announcement, the first NY Works transportation contracts have been awarded less than two months after the passage of the state budget, allowing these projects to move forward now. These investments will create jobs in communities across New York, while making the state a better place to live for all our residents."

Department of Transportation - Contracts opened for bidding include:

A $13.8 million contract to replace decks on the bridges carrying: Interstate 490 eastbound over Route 386 in the town of Chili, Monroe County; I-490 westbound over Route 386 in the town of Chili, Monroe County; I-490 eastbound over Route 204 in the town of Gates, Monroe County; I-490 westbound over Route 204 in the town of Gates, Monroe County; Route 15 over Interstate 390 in the town of Rush, Monroe County; Route 400 over Lein Road (County Road 154) in the town of West Seneca, Erie County; Route 400 eastbound over Jamison Road (County Road 574) in the town of Elma, Erie County; and Route 400 westbound over Jamison Road (County Road 574) in the town of Elma, Erie County.

A $10 million contract to replace parapets – the walls along each side of a bridge – on the following bridges on Long Island: Zeckendorf Boulevard over the Meadowbrook State Parkway in the town of Hempstead, Nassau County; Merchants Concourse over the Meadowbrook State Parkway in the town of Hempstead, Nassau County; Bellmore Avenue over the Southern State Parkway in the town of Hempstead, Nassau County; Oakfield Avenue over the Southern State Parkway in the town of Hempstead, Nassau County; New Highway over the Southern State Parkway in the town of Babylon, Suffolk County; Little East Neck Road over the Southern State Parkway in the town of Babylon, Suffolk County; Belmont Avenue over the Southern State Parkway in the town of Babylon, Suffolk County; Route 231 Deer Park Avenue over the Southern State Parkway in the town of Babylon, Suffolk County; and Udalls Road over the Southern State Parkway in the town of Islip, Suffolk County.

An $11 million contract to resurface pavement on: Route 17 from the Broome County line to Hancock in Delaware County; and Route 17 from Hancock to Fish's Eddy in Delaware County.

Contracts awarded include:

A $10.8 million contract to replace bridge decks. The contract, awarded to Cold Spring Construction of Weedsport, Seneca County, includes work on the following bridges:  Latta Brook Road over Interstate 86 in the town of Horseheads, Chemung County;  Route 417 over Bennetts Creek in the town of Greenwood, Steuben County;  Michigan Hollow Road over the Genesee Expressway in the town of Avoca, Steuben County; Interstate 86 eastbound and westbound over B&H Railroad in the town of Bath, Steuben County; Route 36 over Loder Street in the town of Homellsville, Steuben County; and Route 417 over Tuscarora Creek in the town of Tuscarora, Steuben County.

A $13.1 million contract to resurface pavement. The contract, awarded to Callanan Industries, Inc. of Albany, includes the following sites: Route 4 between routes 9 and 151 (Red Mill Road/Luther Road) in Rensselaer County; Route 9W between Route 396 (Bridge Street) and the Coeymans/Bethlehem town line in Albany County; Route 7 between routes 278 and 123 (Ford Avenue) in Rensselaer County; Route 2 between Peckhem Pond/Yerton Road and routes 4 and 151 (Red Mill/Luther roads) in Rensselaer County; Route 22 between Route 7 and River Road in the village of Hoosick Falls, Rensselaer County; Route 22 between routes 2 and 346 (Rabbit College Road) in the town of Petersburgh, Rensselaer County; Route 355 between routes 154 and 351 in Rensselaer County; Route 40 between Church Street and Hansen Road in the town of Schaghticoke, Rensselaer County; Route 40 between Route 125/67 and the Washington county line in Rensselaer County; Route 43 from Route 23 to Old Mill Road in Rensselaer County; Route 67 from the Champlain Canal/Hemstreet Park to Route 40 in the town of Schaghticoke, Rensselaer County; Route 67 between Route 22 and the New York/Vermont state line in Rensselaer County; Route 151 from Brookhaven Lane to Hilltop Road in the village of Luther, Rensselaer County; Route 351 between Routes 154/355 and Dater Hill Road in Rensselaer County; Route 4 between Ryder Road and 7th Avenue in the village of Whitehall, Washington County; Route 22 from Spring Street to McMillan Road in the town of Hebron, Washington County; Route 22 from Mahaffy Road to Chamberlain Mills/Sheldon roads in the village of Hebron, Washington County; Route 40 between Ferry Road and Route 29 in Washington County; Route 20 from the Rensselaer county line to Route 22 in Columbia County; Route 66 from Claverack Creek to Route 203 in Columbia County; and Route 9H between Routes 9/82 and Route 66 in Columbia County.

A $17.9 million contract to resurface pavement on Interstate 87, the Major Deegan Expressway from the Bruckner Expressway to Fordham Road and from the Mosholu Parkway to the Bronx County line in the Bronx. The contract was awarded to Intercounty Paving Associates of Hicksville, Nassau County.

A $9.7 million contract to resurface pavement. The contract, awarded to Intercounty Paving Associates of Hicksville, Nassau County, includes the following sites: Route 27, the Prospect Expressway, from the Gowanus Expressway to Church Avenue in Richmond County; and Route 440, the West Shore Expressway, from Rossville Avenue to the Staten Island Expressway in Kings County.

With today's announcement, the first NY Works transportation improvement contracts have been awarded only six weeks after Governor Cuomo signed the 2012-2013 Budget allowing funding for these projects to move forward.

As a result of an expedited bidding process coordinated by NY Works, construction on these projects can begin by the end of the month.

"Only six weeks after Governor Cuomo implemented the innovative NY Works program, we have opened bids for more than 150 projects and awarded two contracts. We also are continuing to advance projects that will create jobs this summer while improving the condition of roads and bridges across New York State," said New York State Department of Transportation Commissioner Joan McDonald.

Bundling projects sites within close geographic locations into a single contract enables DOT to lower expenses and obtain lower bids.

Funding from the NY Works program allows DOT to address infrastructure deficiencies before they require expensive, large-scale repair projects.

NY Works is designed to address not only the infrastructure needs of all deteriorating roads and bridges, but the program will also focus on pavement and bridge decks that are in fair condition and improve their condition to good.

According to Cuomo Administration, this preventive maintenance work will better preserve the state's infrastructure and guard against the need for more costly, in-depth construction. Overall, bids have been opened on more than $200 million in work at 167 project sites since the program was implemented. 

Projects with final design approval are advertised to construction contractors in advance of the bid opening date. Contractors then develop detailed plans for construction that are submitted to the State Department of Transportation (DOT).

The contractor with the lowest bid has its proposal sent to the State Attorney General and State Comptroller's offices for review and approval.

DOT will continue to open contract bids and award NY Works projects during the next months.

State Bridge Authority: The State Bridge Authority today announced that Kiska Construction of Long Island City, NY has won the competitive bid award for the lead abatement/painting contract on the Newburgh-Beacon Bridge North Span. The winning bid for this part of the project is $19,850,000.

The projects include removal of lead based paint from the girder span, deck trusses, beam span and floor systems of the bridge. Repainting of the bridge is a cost-effective and proven method of protecting against deterioration, and removing lead-based paint from the bridge's span over the Hudson River will help protect the environment.

The project was originally scheduled for 2015-2018, but was accelerating to begin now. The project will generate well-paid jobs that provide corollary economic benefits, improve the environment, and invest in a critical part of the region's and states infrastructure.

Office of Parks, Recreation, and Historic Preservation - Contracts opened for bidding include: An estimated $517,000 project to rehabilitate roadways at Planting Fields Arboretum State Park; an estimated $750,000 project to replace shower/laundry buildings in Cabin Area D & E of Letchworth State Park; and an estimated $3 million project to rehabilitate the boat basin and fishing pier at Captree State Park.
