Biden to Travel to Mexico and Honduras

Expected to Meet with Presidents Calderon and Lobo

Vice President Joe Biden will travel to Mexico and Honduras from March 4-6. 

In Mexico City, the Vice President will meet with President Calderón and will underscore the United States’ commitment to deepening our close dialogue and cooperation with Mexico on a broad range of issues.  

In Tegucigalpa, the Vice President will hold a bilateral meeting with President Lobo.  In addition, he will take part in a meeting with Central American leaders, who have been invited to a joint meeting by President Lobo, the current President Pro Tempore of the Central American Integration System. 

In both countries, the Vice President will also consult with our partners about the Summit of the Americas, scheduled to be held in Colombia in mid-April, which will focus on leveraging Hemispheric connections and partnerships to improve the lives of people throughout the region.

Biden Releases Report on the Economic Value of Increasing Spectrum

Veep: "A Smarter System is Good for Our Economy, Good for Innovation, and Vital to Keeping Our Cops, Firefighters and EMTs Safe" 

Today, Vice President Biden met with first responders to thank them for their service and to discuss the new nationwide public safety broadband network included in the Payroll Tax Extension legislation. 

In addition, he announced the release of a new report from the Council of Economic Advisers (CEA), The Economic Benefits of New Spectrum for Wireless Broadband), describing the substantial economic value of aggressively pursuing President Obama’s goal of nearly doubling the amount of spectrum available for wireless broadband over ten years and deploying a nationwide interoperable wireless network for public safety. 

The report summarizes the compelling evidence that additional spectrum for wireless broadband is needed to accommodate the surging demand for wireless data traffic, projected to increase by a factor of twenty between 2010 and 2015. 

The report also describes the potential for wireless broadband to play a transformative role in public safety and as a platform for innovation in many areas of the economy, and documents the substantial impact on jobs, growth, and investment that the growth of wireless broadband will have.

“I’ve been working on changing the way we allocate spectrum for a long time, because a smarter system is good for our economy, good for innovation, and vital to keeping our cops, firefighters and EMTs safe,” said Vice President Biden.

“The measure that Congress just passed picks up on many aspects of the President’s Wireless Innovation Initiative and will enable new spectrum to be used for innovation, to speed wireless communication, and to fulfill a promise made to first responders after 9/11 that they would have the technology they need to stay safe and do their jobs.”

President Obama will soon sign into law a measure will implement important pieces of the Administration’s wireless initiative – including a nationwide interoperable public safety broadband network that will, for the first time, allow law enforcement, firefighters and EMTs to have a dedicated communications network so they can talk with one another. 

Our modern information economy depends on use of the radio airwaves for everything from smartphones and laptops connected to the Internet over wireless networks, to satellite and other wireless networks that bring Internet access to rural areas where running cables is too expensive. This report shows how important it is to continue supporting the growth of this vital sector of the economy.

In addition to describing the economic benefits of making additional spectrum available for wireless broadband, the new report addresses a number of key issues related to spectrum policy. 

Specifically, the report concludes that the use of voluntary incentive auctions will ensure that spectrum is reassigned from the lowest value uses to the highest, and that the economic benefits are widely shared among stakeholders, including broadcasters, wireless carriers, consumers, and taxpayers. The recently passed spectrum bill gives the FCC authority to conduct these auctions.

The report goes on to note that unlicensed spectrum is a valuable complement to licensed spectrum, and allocating new spectrum for a mix of licensed and unlicensed uses will offer the most fertile environment for future innovation. 

The spectrum bill gives the FCC authority to allocate more spectrum for unlicensed uses, creating new opportunities for the development of innovative wireless technologies.

Finally, the report states that federal funding for research and development in emerging wireless technologies will have substantial public benefits, particularly to support the development of innovative technologies for use in public safety.

The bill sets aside $100-300 Million for public safety network R&D, funds that will be vital to helping the public safety community build a new robust, flexible and innovative network for first responders all around the country.

Biden: 'He Went Where the Story Took Him'

I've spent much of my career working on America's policy toward the Middle East, and particularly Iraq. Like millions of other readers around the world, I have enriched my understanding of that complex region through the reporting of Anthony Shadid. 

In the finest tradition of foreign correspondence, Shadid was never content merely to opine from afar. He went where the story took him--from the fall of Saddam Hussein, to the battlefields of Southern Lebanon, to the profound transformations of the Arab Spring--often at extraordinary personal risk. 

Few foreign correspondents of his generation, or any other, could match his mastery of the language and cultures in the region he covered. And he used those gifts to seek out those far from the corridors of power--giving voice to Iraqis, Lebanese, Egyptians and many others who might otherwise not have been heard.

Not one to dwell on his own achievements or hardships, Shadid once said, "the worst part of this job is what you put other people through." My thoughts and prayers are with his family and loved ones, and particularly his two young children.

Breakthrough on Movies in Dispute with China



China Will Have Greater Access to U.S. Films

Washington, D.C.  Vice President Joe Biden announced today that China has agreed to significantly increase market access for U.S. movies in order to resolve outstanding issues related to films after the United States’ victory in a World Trade Organization (WTO) dispute last year. 

The agreement announced today will allow significantly more job-supporting U.S. film exports to China and provide fairer compensation to U.S. film producers for the movies being shown there.

“This agreement with China will make it easier than ever before for U.S. studios and independent filmmakers to reach the fast-growing Chinese audience, supporting thousands of American jobs in and around the film industry,” said Vice President Biden, who spent the day in the Los Angeles area with Vice President Xi Jinping of China. 

“At the same time, Chinese audiences will have access to more of the finest films made anywhere in the world.”

“U.S. studios and independent filmmakers cite China as one of their most important world markets, but barriers imposed by China and challenged by the United States in the WTO have artificially reduced the revenue U.S. film producers received from their movies in the Chinese market,” added United States Trade Representative Ron Kirk. 

“This agreement will help to change that, boosting one of America’s strongest export sectors in one of our largest export markets.”

The Chinese film market is large and growing quickly; last year, Chinese box office revenue was up to $2.1 billion.  Much of this revenue came from 3D titles, which are a rapidly growing sector of the film industry.

The agreement allows more American exports to China of 3D, IMAX, and similar enhanced format movies on favorable commercial terms, strengthens the opportunities to distribute films through private enterprises rather than the state film monopoly, and ensures fairer compensation levels for U.S. blockbuster films distributed by Chinese state-owned enterprises. 

The agreement will be reviewed after 5 years to ensure that it is working as envisioned.  If necessary, the United States can return to the WTO to seek relief.

The United States initiated the underlying WTO dispute in April 2007. In the dispute, the United States sought to address significant market access concerns relating to China’s treatment of films for theatrical release, as well as other cultural products.

With regard to films, a WTO panel found in a report issued in August 2009 that key Chinese film import restrictions were inconsistent with China’s WTO obligations.

In December 2009, after China appealed, the WTO Appellate Body rejected China's claims and upheld the panel's findings. China promised to come into compliance by March 2011, but informed the United States at the deadline that this would not be possible. The two sides have been making efforts to resolve their differences since that time.

On a global basis, films and other audiovisual services are a key export sector in which the United States enjoys a $12 billion trade surplus. U.S. cross-border exports of audiovisual services, including films, have consistently exceeded U.S. cross-border imports over the last decade.

"After 9/11, we pledged that our cops, firefighters and EMTs would have the technology they need to stay safe and do their jobs. Part of that promise included deploying a nationwide, interoperable broadband network for our first responders. Today we made good on that overdue promise. First responders put their lives on the line to protect us every day, and the least we can do is ensure that they have the dedicated bandwidth they need to communicate with each other.  It’s going to save lives and help keep our neighborhoods safe."

Biden Holds Meeting on Human Rights and Reform in China

The Vice President and senior Administration officials met yesterday with four experts and advocates on human rights and legal reform in China: Dr. Xiaorong Li, Professor Benjamin Liebman, Mr. Kenneth Roth and Ms. Jianying Zha.  

The group discussed the deterioration of China’s human rights situation, prospects for reform, and recommendations for U.S. policy. 

Vice President Biden underscored the Administration’s belief in the universality of human rights and its commitment to human rights as a fundamental part of our foreign policy.  

Biden reiterated his view that greater openness and protection of universal rights is the best way to promote innovation, prosperity, and stability in all countries, including China.

Will Visit Florida State University with Undersecretary of Education

WASHINGTON, DC - On Monday, February 6, Vice President Biden and Under Secretary of Education Martha Kanter will visit Florida State University in Tallahassee, Florida to discuss the importance of tackling rising college costs to ensure America’s students and workers can obtain the education and training they need so that we have a workforce prepared for the jobs of the 21st century.

In his State of the Union address, President Obama laid out a 
blueprint for an economy that’s built to last – an economy built on American manufacturing, American energy, skills for American workers, and a renewal of American values. 

As an important part of keeping the American promise alive, the President called for a comprehensive approach to tackling rising college costs.  In today’s global economy, a college education is no longer just a privilege for some, but rather a prerequisite for all.  To reach a national goal of leading the world with the highest share of college graduates by 2020, we must make college more affordable.

As part of a continuing national dialogue on the issue, the Vice President will discuss the importance of college and the steps the Administration has taken to keep college affordable in Florida and across the country. 

Biden will also echo President Obama’s call to Congress to advance new reforms that will promote shared responsibility to address the college affordability challenge. If these proposals are passed, this will be the first time in history that the federal government has tied federal campus aid to responsible campus tuition policies.

Vice President to Visit 'American Seating Company'

Biden Will Tout President's Economic Plan at Michigan Landmark

Washington, D.C. – On Wednesday, February 1st, Vice President Biden will travel to Grand Rapids, Michigan, where he will visit American Seating Company’s factory.

At 10:45 AM EST, the Vice President will discuss with workers the Administration’s plan to help businesses bring manufacturing jobs back to America by eliminating incentives to ship jobs overseas and offering tax credits for insourcing.

American Seating Company is a 125-year-old company that makes seats for buses, trains, stadiums, and concert arenas.  The company has done its work in Grand Rapids since the 1880s, and 75 percent of its components come from Michigan, Indiana, or Ohio.

The President is proposing to eliminate unfair tax breaks for shipping jobs overseas that put companies like American Seating at a disadvantage.

Vice President Biden spoke on the phone today with Iraqi Council of Representatives Speaker Osama Nujaifi and yesterday with Dr. Ayad Allawi, a leader of the Iraqiyya political bloc.

The two Iraqi leaders described deliberations underway among all Iraqi political factions and parties in the run-up to a proposed national conference led by President Jalal Talabani.

The Vice President discussed with both leaders the importance of resolving outstanding issues through the political process. The Vice President and Iraqi leaders agreed to stay in close touch as events unfold.

Obama to Host “Insourcing American Jobs” Forum


Event Will Include Business Leaders and Experts

WASHINGTON, DC – On Wednesday, January 11, 2012, President Obama and Vice President Biden will host an “Insourcing American Jobs” forum at the White House focused on the increasing trend of companies choosing to “insource” jobs and invest in growing in the United States.

As part of the “Insourcing American Jobs” forum, the President will meet with business leaders, as well as experts on the topic, to discuss why it’s competitive to locate in the United States and what more can be done to work with companies to take similar steps to insource American jobs. 

Following the meeting, the President will deliver remarks to a group that will include leaders from the government and the private sector that are taking steps to encourage companies to insource and invest in America. 

In the afternoon, Cabinet officials will host panel discussions with both small and large businesses and experts on insourcing and investing in America.

Today is Veterans Day, the day we honor the military service and sacrifice of all the veterans who have served this nation. Because of the incredible courage of the 9/11 generation, the tide of war is receding and America is more secure than a decade ago.

Next month, we will end the war in Iraq, bringing all of our troops home by the end of this calendar year. In Afghanistan, our brave forces are transferring responsibility to the Afghans. They too will be home within two years.

But as our service members return to their families, many are discovering a new battlefield as they leave the military and search for civilian employment opportunities.

After serving two, three, four, and even five tours of duty for their country, these young men and women are forced to fight for jobs when they return. That's not only morally wrong, it’s a terrible waste for our country. We’ve seen the 9/11 generation of American service members in Iraq and Afghanistan. They have skills across the spectrum.

We have 25 year-old Sergeants leading soldiers into the chaos of battle, responsible for bringing them home alive; we have 24 year-old Lieutenants flying multi-million dollar jets; we have 21 year-old sailors who are entrusted with helping to maneuver nuclear submarines and aircraft carriers. There is literally no challenge too great. Nothing they cannot do. Employers everywhere should be competing to hire them.

As a military family, we have come to know many of the families of those who served alongside our son Beau in Iraq. We understand the problems they face.

War is challenging under any circumstances. But at a time of 12.1% unemployment for 9/11 generation veterans, the added stress of earning a decent living makes the transition even harder.

That’s why our Administration has made it a priority to create financial incentives for private-sector companies to hire veterans while at the same time ensuring that every member of the service receives the education, training, and credentials they need to be career-ready.

That’s why we joined President Obama in asking Congress to act now and pass the key provisions in the American Jobs Act that would benefit veterans and their families. Yesterday, the Senate answered the call, voting in favor of these measures, including incentives like the $5,600 Returning Heroes Tax Credit and the $9,600 Wounded Warriors Tax Credit, which will reward private firms for each veteran they hire.

In addition to the American Jobs Act, the President has challenged the private sector to commit to train or hire 100,000 post-9/11 veterans by the end of 2013. And we are well on our way to reaching that goal. The Joining Forces initiative is working to encourage companies and organizations to hire veterans and military spouses. Last month, our Administration announced that 270 companies have committed to hiring 25,000 veterans and their spouses by the end of 2013. And just yesterday, the First Lady announced that the International Franchising Association and 1,200 affiliate companies are aiming to hire 80,000 veterans by 2013, including 5,000 wounded warriors.

We’re taking steps to make the job search easier for veterans. This week, the Department of Labor introduced the Veterans Gold Card, a certificate that will provide every post-9/11 veteran with individualized guidance, including a six-month plan of action, career coaching, a skills assessment, and one-on-one case management. Another tool, My Next Move for Veterans, will allow veterans to search for jobs using key words, industry type, or military experience. These new resources are up and running and you can find them at whitehouse.gov/vets.

In response to the President’s call for a career-ready military, the Department of Defense-Veterans Affairs Task Force is sharpening its focus on how to ease the transition from active duty to civilian life. It has broadened the existing Transition Assistance Program (TAP) that provides career readiness counseling, and will oversee the creation of an entirely new program to provide more comprehensive services to every transitioning member of our military.

We’re breaking down walls that prevent veterans from using the skills and training they acquired in their military service as civilians. For example, we’re helping veterans with medical training who are seeking health care jobs to cut though barriers to accreditation. To literally ease the journey to civilian life, the Department of Transportation announced this week over $30 million in grants to assist veterans in need of transportation to education and training centers, work, and medical appointments.

Holly Petraeus is leading an effort at the Consumer Financial Protection Bureau to help prevent abusive practices by financial institutions that target military families. And we’re instituting new protections for veterans who are preyed upon by for-profit education institutions that promise more than they deliver.

We cannot make the point often enough: The government has many obligations, but only one sacred obligation. If we put troops in harm’s way, we have to take care of them when they come home. We are in awe of our 9/11 generation of veterans. Not only because they are the finest military force in the world but because they are extraordinary people and as a nation we owe them something better than 12.1% unemployment. The leadership, talent, and courage these men and women demonstrated on distant battlefields can become a powerful force in restoring our economy here at home. So hire a vet. They’ll get the job done.
