The ordinance requires the NYPD to report annually the number and
percentage of cops in each police command with misconduct markers on
their records. Officers are marked this if they have two or more
substantiated civilian complaints, have used excessive force in the
prior three years, been suspended in the last five years or have an
unsealed arrest within the last decade.
