Dan Coats, Director of National Intelligence, Testifies on World Threats

Director Coats, along with the director of the Defense Intelligence Agency, testified before the Senate Armed Services Committee on national security threats. Director Coats said cyber threats are one of his greatest concerns and reiterated that the U.S. is under cyberattack.

Coats told lawmakers that the White House is “actively engaged” on election security but said it is “highly likely” Russia would seek to influence the 2018 midterm elections.

In addition, both intelligence chiefs expressed skepticism about reports that North Korea is willing to talk to the U.S. about nuclear disarmament.

Advocates Sue Federal Agencies to Obtain LGBTQ Policy Documents

by Julie Moreau

A progressive advocacy group filed a lawsuit in federal court last week against the Departments of Justice (DOJ) and Housing and Urban Development (HUD), calling for them to publicly disclose documents related to changing federal policy toward lesbian, gay, bisexual and transgender people.

"The agencies should be ordered to release all records relating to or consisting of decisions or directives to remove references to ‘lesbian, gay, bisexual, transgender, and questioning,’ ‘LGBT,’ or ‘LGBTQ’ individuals from agency materials concerning efforts to combat problems of homelessness, discrimination, and sex trafficking," the lawsuit, filed on Feb. 28 by the nonprofit People for the American Way, stated.

Trump Slams the Brakes on Obama Gun-Safety Measures

WASHINGTON — In the wake of the mass shooting last month at a high school in Parkland, Florida, President Donald Trump vowed to use his executive authority to enact gun control through the Bureau of Alcohol, Tobacco, Firearms and Explosives. But over the past year, the ATF has been moving in the opposite direction, delaying new gun-safety rules developed under the Obama administration.

As part of Trump's government-wide push for deregulation, the ATF has stalled a number of gun regulations that had been moving forward under Obama, including a new requirement to make secure gun storage or safety devices more widely available. Last year, the administration formally reclassified the proposed gun storage rule and other regulatory changes as "long-term actions," indicating the ATF was not expecting to act on them within the next year.

2nd Nor'easter Could Dump Close to a Foot of Snow on NYC

Another complex winter storm system threatens to dump nearly a foot of snow on the city and more on surrounding areas to the north and west as much of the region is still recovering from last week's debilitating nor'easter.

Storm Team 4 said a storm will hit the area Wednesday, and it could dump up to 10 inches of snow on New York City and a foot on suburbs to the north and west. Locally higher amounts are possible. The impending storm has already promoted winter storm warnings across much of the tri-state, and Storm Team 4 cautions snow could fall at a rate of up to 2 inches an hour with this storm.

Happening in Harlem: 'The Rape of Recy Taylor' Screening, Q&A

Click on the image to increase its size.

On March 13 at 7 p.m., ImageNation will present a screening of The Rape of Recy Taylor. The event will be held at 2031 Adam Clayton Powell Jr. Boulevard.

Recy Taylor, a 24-year-old Black mother and sharecropper, was gang raped by six white boys in 1944 Alabama. Common in Jim Crow South, few women spoke up in fear for their lives. Not Recy Taylor, who bravely identified her rapists. The NAACP sent its chief rape investigator Rosa Parks, who rallied support and triggered an unprecedented outcry for justice.

This film, which was directed by Nancy Buiriski, exposes a legacy of physical abuse of Black women and reveals Rosa Parks' intimate role in Recy Taylor's story.

Women's History Month: Capitol Exhibit Honors New York Women

Sonia Sotomayor, who is showcased in the exhibit, is the nation's first Latina Supreme Court Justice.

On March 5, Governor Andrew M. Cuomo announced the opening of the Women's History Month exhibit in the New York State Capitol. The exhibit, "1918 | The New Day for New York Women," celebrates and recognizes the contributions made by 25 New York women pioneers and trailblazers, each who achieved a "first" for women in the state, and champions the century of progress since women's suffrage was passed in New York State in 1917. Lieutenant Governor Kathy Hochul unveiled the exhibit today in the State Capitol. The Governor also proclaimed Women's History Month in New York State.

"New York is the birthplace of the women's rights movement, from Seneca Falls to suffrage and beyond, and this exhibit celebrates that legacy and motivates us to continue to ensure equal rights across every area of women's lives," Governor Cuomo said. "By honoring the leadership of these trailblazing women, we will inspire the next generation of women to lead our state forward."

Lieutenant Governor Kathy Hochul, Chair of the New York State Suffrage Commission, said, "As the only woman State elected official and as a mother, I know the challenges women face balancing responsibilities at work and at home. We're continuing the fight for equality with the Women's Agenda and Democracy Agenda to further our goal of equal opportunities and fairness for all. For Women's History Month, we're celebrating the brave women in New York who fought for our rights and change. This exhibit highlights some of those women and reminds us of how far we've come and the work we still need to do."

Governor Cuomo Issues Update on Hudson Valley Storm Recovery Efforts

Governor Andrew Cuomo today updated New Yorkers on the status of storm recovery operations in the Hudson Valley as a second winter storm is being forecasted to impact New York later this week. Last week's storm caused extensive damage to electric utility infrastructure, including hundreds of broken utility poles and damage in remote, hard-to-reach locations. This has made the completion of restoration efforts extremely challenging, especially in the face of a second storm, however power outages have continued to steadily decrease.

Currently, more than 121,500 customers remain without power, 89 percent of which are located in Dutchess, Putnam, Sullivan and Westchester Counties. New York's utilities have a total of 4,910 in-house workers and contractors in New York or en route. This includes 1,300 out-of-state line and tree workers from Canada, Connecticut, Maine, Michigan, Texas, Ohio, Missouri, North Carolina, Louisiana, Vermont, Iowa and Wisconsin that will be dedicated to restoration efforts in the hardest hit areas in Hudson Valley.

"Winter is not done yet, and many are still reeling from last week's major storm which knocked out power to hundreds of thousands of New Yorkers," Governor Cuomo said. "As we continue to deploy our personnel and resources, we thank those from other states and nations for their assistance during this time. We will not rest until the job is done and I urge everyone to make sure they have their own supplies ready before the first snow falls, in the event of additional power outages."

A Nor'easter is forecast for the eastern portions of the state on Wednesday and Thursday. A Winter Storm Watch has been issued by the National Weather Service for the Mid-Hudson Valley Region for Wednesday morning through Thursday morning. This storm will bring an additional 6 to 12 inches of heavy, wet snow to the region with higher amounts of 12 to 18 inches in the eastern Catskills. Sustained winds out of the east/northeast of 15 mph - 25 mph with gusts of 40 mph are possible and combined with accumulating snow, will cause additional power outages from downed limbs on power lines. Travel will be difficult, especially during the evening commute Wednesday, due to low visibility and slippery roads.

The Trump Organization Ordered Golf Course Markers With the Presidential Seal. That May Be Illegal.

 ‘Trump, Inc.’ Podcast Extra

By Katherine Sullivan, special to ProPublica

President Donald Trump loves putting his name on everything from ties to steaks to water — and, of course, his buildings. But now the Trump Organization appears to be borrowing a brand even more powerful than the gilded Trump moniker: the presidential seal.

In recent weeks, the Trump Organization has ordered the manufacture of new tee markers for golf courses that are emblazoned with the seal of the president of the United States. Under federal law, the seal’s use is permitted only for official government business. Misuse can be a crime.

Past administrations have policed usage vigilantly. In 2005 the Bush administration ordered the satirical news website The Onion to remove a replica of the seal. Grant M. Dixton, associate White House counsel, wrote in a letter to The Onion that the seal “is not to be used in connection with commercial ventures or products in any way that suggests presidential support or endorsement.”

After listening to the new ProPublica/WNYC podcast “Trump, Inc.,” a listener brought the signs to our attention.

Eagle Sign and Design, a metalworking and sign company with offices in New Albany, Indiana, and Louisville, Kentucky, said it had received an order to manufacture dozens of round, 12-inch replicas of the presidential seal to be placed next to the tee boxes at Trump golf course holes. Two tee markers are placed on the ground at the start of a hole on golf courses to indicate where golfers should stand to take their first swing.

“We made the design, and the client confirmed the design,” said Joseph E. Bates, who owns Eagle Sign, declining to say who the client was.

New York State Tracks Schemes Affecting Taxpayers and Preparers

The New York State Department of Taxation and Finance and the New York Department of State’s Division of Consumer Protection today alerted taxpayers and tax professionals to scammers who aim to steal sensitive information and hard-earned refunds.

“We’ve made tremendous strides in our ability to uncover and deter tax fraud even as it continues to proliferate,” said Acting Tax Commissioner Nonie Manion. “Scammers continually adjust their tactics to circumvent the defenses in place, though, so we must all remain vigilant.”

“Unfortunately, nefarious actors seek to take advantage of unsuspecting individuals during the annual tax filing process—especially in the wake of significant data breaches,” said New York Secretary of State Rossana Rosado. “However, by taking action to protect and educate themselves, taxpayers will be able to spot a scam a mile away and protect their identities and refunds.”

Stay on Top of Emerging Scams

In the wake of recent personal information breaches, including the massive Equifax breach where hundreds of millions of identities were exposed, New York State has taken specific action to prevent the fraudulent use of taxpayers’ personal information by nefarious preparers to file bogus refund claims.

By integrating predictive analytics into its processing, auditing, and collections systems, the Tax Department is better able to flag these refund claims and other suspicious tax filings for greater scrutiny. Teams dedicated to uncovering tax fraud and identity-theft schemes bolster this effort.

Since 2003, the Tax Department has used its evolving Case Identification and Selection System to pull questionable tax returns and fraudulent refund claims from the processing flow. The system uses predictive analytics to determine when to process a refund request and when to set it aside for further review.

However, as technology continues to advance, cyber thieves and scammers turn to more sophisticated methods in their attempts to steal personal information and defraud hardworking New Yorkers. That’s why the Tax Department and Division of Consumer Protection track such schemes around the country to prepare for the use of these or similar tactics in New York and take steps to educate the public.

In one new scheme, a fraudster uses stolen information to file a return and claim a refund, which is deposited into the victim’s actual bank account. This is followed by a call to the taxpayer from the scam artist posing as an official from a debt-collection agency. The scammer says the money was deposited in error, must be returned, and instructs the victim on how to forward the money.

Protect Against Fraud

The Tax Department and the IRS will never make threats over the phone and will never request personal or financial information by email.

“If you receive a phone call or email from someone about your tax return, a refund, or a possible debt you may owe, and aren’t sure if it’s legitimate, call us,” Manion said. “We’ll be able to verify the call or email.”

Tax professionals are required to protect their clients’ personal information by only providing it to trusted sources, such as the IRS and the Tax Department. In addition, they must securely shred documents that contain private data before discarding.

For more about tax professional standards, please visit our Professional responsibility webpage.

Report It

If you’ve been contacted by a scammer posing as an IRS agent, visit the IRS identity theft victim assistance webpage.

If you’ve been contacted by a con artist claiming to be from the New York State Tax Department, visit the Tax Department’s Report fraud, scams, and identity theft webpage.

If you suspect a return preparer filed or altered a return without your consent, report it to the NYS Office of Taxpayer Rights Advocate at 518-530-HELP (option #2) or file a tax preparer complaint online.

Additional Taxpayer Actions

Take precautions to protect your refund and prevent identity theft with the following tips:

File promptly. Prompt filing can limit an identity thief’s ability to claim a fraudulent tax refund using stolen information.

Beware of scam artists fraudulently posing as tax preparers. Scammers will often attempt to take advantage of those who might not otherwise have to file tax returns, such as the elderly or low-income households.

Work only with paid tax preparers you have researched thoroughly and trust. Avoid preparers who claim they can obtain larger refunds than other preparers, as well as those who base their fee on a percentage of your refund.

Make sure your tax preparer is willing to sign your return and provide their IRS Preparer Tax Identification Number (PTIN). The preparer must also provide you with a copy of the return.

Look over your return carefully. You are responsible for what’s on it. Similarly, if you hire a paid preparer, never sign a blank return.

For more information regarding scam prevention and consumer education, contact the Division of Consumer Protection Helpline at (518) 474-8583 or 800-697-1220.

FPWA Hosts Women's History Month Breakfast with Senator Gillibrand and Other Local Leaders

New York, NY – As the nation kicks off Women’s History Month, leading advocacy nonprofit FPWA hosted Rising Together: Local Women Leading Change, a breakfast to celebrate the impactful work of local women who have been hailed as change agents. At the event, held March 2 at the Park Hyatt in Manhattan, prominent New York women discussed how this moment of increased focus on equity, as demonstrated by the Women’s March and #MeToo, can become a lasting movement for change.

Honorees included United States Senator Kirsten Gillibrand; Tamika D. Mallory, Carmen Perez, Bob Bland and Linda Sarsour, national co-chairs of the Women’s March; Joanne N. Smith, Founder and Executive Director of Girls for Gender Equity; and Glynda C. Carr and Kimberly Peeler-Allen, Founders of Higher Heights for America.

Prior to and after Trump's inauguration, women organized and marched in the streets demanding to be heard. These women and millions of others responded to calls for more aggressive engagement around gender equity, sexual harassment, and countless proposed restrictions regarding women's rights.

FPWA, an advocacy organization that fights for low-income communities, provided a venue for these women to share ideas for change and action. At the breakfast, more than 100 influential New York City women discussed voter participation, increasing awareness of women’s issues in government, and boosting engagement in future elections.

“We were truly inspired by the women who gathered for the Rising Together event—the very changemakers seizing moments and leading movements for more inclusive communities across our nation,” says FPWA’s CEO and Executive Director, Jennifer Jones Austin. “One thing that’s resoundingly clear is that women are leading. Women are stepping up and becoming change agents. We’ve been on the front-lines forever, but we’re now filling leadership roles like never before—and this bodes well for our communities. I’m absolutely inspired.”

The breakfast featured a special message from honoree United States Senator Kirsten Gillibrand. "I'm very proud to stand with FPWA which has been built on the goals of reducing poverty, advancing opportunity, and sharing in prosperity – essentially, love others as yourself. This core value informs all that we do.,” said Gillibrand. “More women than ever before are raising their voices, speaking out, and demanding to be heard – and it is changing our country for the better. The next chapter of the women’s movement is being written – and it’s up to each of us to keep raising our voices and fighting for what we believe in."

Cheryl Wills, anchor of NY1 Live at Ten and host of “In Focus with Cheryl Wills,” served as mistress of ceremonies and co-hosted two panel discussions that focused on the importance of seizing this important moment in history and it into a major movement.

“We’ve built an intersectional platform that no one has ever seen,” said Mallory. “The very foundation on which the Women’s March particularly stands on is the fact that some of us put everything on the line for it to be as it is.”

“The truth is we are uncomfortable: not everyone likes us speaking truth to power,” said Sarsour. “But challenging people’s internal biases is part of who we are — it’s part of what we have to do to move our cause forward.”

The second panel, which was co-hosted by New York Civil Liberties Union leader Donna Lieberman, centered around how women are sparking movements and what is necessary to keep the momentum. Smith and Carr discussed the visions for their organizations and the importance of elevating the voices of women and girls of color.

“Thank you for recognizing Girls for Gender Equity as a local changemaker”, stated Smith. “At GGE, we are committed to the physical, psychological, social, and economic development of girls and women, knowing that when we support trans girls and women of color, alongside gender non-conforming (GNC) and non-binary young people, we ultimately support the whole community. We are thrilled to accept this award and look forward to leading social justice strategies that foster the growth and fulfillment of all its members.”

“We are honored to receive this award from FPWA on behalf of our work with Higher Heights”, stated Carr. “It is critical that we continue to create and expand opportunities for women and communities of color to take on leadership roles in civic engagement and advance progressive public policies. Gatherings like the FPWA women’s breakfast provides us with an opportunity to not only reflect on all that we’ve accomplished, but to collaborate and strategize on how we can continue to work together to build sustainable communities across the country and the nation.”

“We are thrilled to support FPWA in their efforts to uplift the critical leadership of women working to improve the lives of women and girls in New York City and communities across the nation,” said Ana Oliveira, President and CEO of The New York Women’s Foundation, which sponsored the event. “Women’s leadership has been central to progress in many areas and it is crucial to give proper recognition to those who continue to carry this work forward. Congratulations and thank you to the honorees, Senator Gillibrand, the National Co-Chairs of the Women’s March, Joanne N. Smith, Glynda C. Carr, and Kimberly Peeler-Allen who exemplify transformational leadership.”

Companies Court Lawmakers with Charitable Giving, Don’t Always Disclose It

The full version of this story was originally published by The Center for Public Integrity, a nonprofit, nonpartisan investigative news organization in Washington, D.C.

In August, a nonprofit group dedicated to archiving the official and personal papers of Sen. Orrin G. Hatch, R-Utah, gathered donors for golf at an "authentic yet refined" luxury mountain resort boasting "the largest spa in Utah."

The fundraising event was also an opportunity to spend two days with Hatch himself — the powerful chairman of the U.S. Senate Finance Committee.

Companies and trade associations that spent much of 2017 seeking to influence landmark tax
legislation, which Hatch took a leading role in shaping, were hit up for the soiree. Among them: drugmaker Merck & Co., which, like almost every other big company last year, was lobbying for favorable tax provisions. Among other contributors writing checks to the Orrin G. Hatch Foundation in four and five-figure amounts last August: the Pharmaceutical Research and Manufacturers of America and Visa, Inc.

Top donors reportedly gave $100,000 or more.

Special Counsel Wants Documents on Trump, Numerous Campaign Associates

WASHINGTON — The grand jury investigating alleged collusion between Russia and Donald Trump's presidential campaign has sent a witness a subpoena seeking all documents involving the president and a host of his closest advisers, according to a copy of the subpoena reviewed by NBC News.

According to the subpoena, which was sent to a witness by special counsel Robert Mueller, investigators want emails, text messages, work papers, telephone logs and other documents going back to Nov. 1, 2015, 4½ months after Trump launched his campaign.

The witness shared details of the subpoena on condition of anonymity. The news site Axios reported Sunday that a subpoena was sent to a witness last month.

Critics Tap Decades-Old Law to Stall Trump Bid to Undo Obama Regulations

WASHINGTON — President Donald Trump's aggressive push to reverse Obama-era policies is facing trouble in court.

In recent weeks, federal judges have blocked the administration's attempts to end the Deferred Action for Childhood Arrivals program (DACA), postpone a rule giving low-income families broader access to housing in wealthier neighborhoods, and delay an environmental regulation requiring oil and gas companies to reduce methane leaks.

All of these Trump policy changes have hit the same stumbling block: Courts say the administration hasn't followed the proper steps in enacting them, citing a 1940s-era law that's become a key weapon in the legal battle over the president's agenda.

Under that law, the Administrative Procedure Act, federal agencies are required to provide a reasoned justification for their policy decisions and offer the public an opportunity to weigh in when they are creating new regulations, making notable changes to existing rules, or scrapping them altogether.

Hundreds of Badly Behaving NYPD Cops Allowed to Stay on Force, Despite Committing Fireable Offenses: Report

At least 300 NYPD officers who committed fireable offenses on the job from 2011 through 2015 -- including lying, cheating, stealing and assaulting civilians -- were allowed to keep their jobs, an investigation by BuzzFeed News has found.

The news website combed through hundreds of pages of the notoriously secret internal NYPD files, leaked to them by a source who was kept anonymous by the site and verified through more than 100 phone calls, visits to officers' homes, interviews with prosecutors and a review of court records.

One officer in the Bronx was accused of viciously beating a man with his police baton after the man insulted him; the man sustained a gash that required 12 staples to close, according to BuzzFeed News. The same officer was also accused of falsely arresting another person, assaulting yet another and fabricating evidence against a fourth.
