Dr. Francis Boyle: 'Wuhan Coronavirus is an Offensive Biological Warfare Weapon'

This report was published on YouTube on January 30, 2020.

Dr. Boyle, who alleges he has been blacklisted from mainstream news outlets in the United States, served on the Board of Directors of Amnesty International, as a consultant to the American Friends Service Committee, and on the Advisory Board for the Council for Responsible Genetics.

He drafted the U.S. domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.

A Play About Slavery Pushes Boundaries in a New York Prison

By Alice Speri

A group of families and New York state officials gathered on a workday morning last month for a theatrical performance of a historical drama about slavery and human freedom. But it was an unusual setting for a play, especially for one pondering the question of liberation, because the stage was deep inside a maximum-security prison, and the actors were a group of incarcerated men, many of whom still face decades behind bars.

At the end of the play, the two-dozen cast members lined up at the front of the stage as one actor after the other removed their costumes: a simple, white T-shirt with the word “slave” or the character’s slave name written across the chest. Below the stage, in the first row, a group of suited senior corrections officials looked on uncomfortably.

Then the audience, officials included, broke into a standing ovation. The cast, someone announced, would be allowed offstage for a few minutes to greet their families, and for a brief, chaotic moment, the actors rushed into the auditorium to tearfully hug their mothers, wives, and children as a group of guards stood close by watching. Then the men grouped back on stage to be counted, searched, and escorted back to their cells.

PayPal ‘Critical’ Login Hack: New Report Warns You Are Now at Risk from Thieves

Forbes: It has been a tough few weeks for online payments giant PayPal. First came the confirmation that an authentication hack would enable an attacker to access an account once credentials had been phished, bypassing the financial firm’s authentication tools. And now another security report claims the entire authentication process can be bypassed, enabling an attacker to gain access to an account with nothing but stolen credentials, available for purchase on the dark web “for as little as $1.50.”

Acting ICE Director Blasts NY’s Green Light Law , Governor Cuomo Responds

ALBANY, N.Y. (WWNY) - The nation’s top immigration enforcement official came to New York Thursday to speak out against the state’s new Green Light Law. He said the law is a danger to officers and the public because law enforcement doesn’t have access to the information they need.

Protesters held signs and chanted outside of a press conference in Troy Thursday morning. Inside, the head of U.S. Immigration and Customs Enforcement and around 30 law enforcement officials blasted New York’s Green Light Law.

Statement from Governor Andrew Cuomo

"In response to the acting ICE director's statements, I want to again make my position clear: I have said from Day 1 we will never allow the DMV database to be used for immigration purposes. The Trump administration has been increasing their threats to hold New Yorkers hostage to their demand to turn over the DMV database for ICE and Customs and Border Protection to use to aid their deportation of innocent law abiding undocumented families.

"Every situation they have raised I have answered. We can provide trusted travel information. We can provide the automobile export industry information. What they really want and what we can't provide is use of the DMV data for immigration purposes. Period. Their extortion and bullying will not work in New York.

"In addition, as many national, state and local law enforcement agencies currently have access to our DMV database and the potential for surreptitious access to the database is very real, I am exploring alternatives to minimize the harm caused by unauthorized use of our database such as removal of social security numbers - which could be used to evidence undocumented status - and increasing the penalty for unauthorized use of the DMV database.

"The Trump administration's increasing attempts to extort New York State compliance by inconveniencing law abiding citizens will not be effective. I will never allow use of the DMV database for immigration actions."

Tips for Hiring an Ethical Tax Professional

The New York State Department of Taxation and Finance today provided a checklist to help ensure that taxpayers who decide to hire a tax professional choose a qualified and ethical one.

“First, I would urge taxpayers—particularly those with simple returns—to review our free-filing options, available online or in-person at our free-filing sites,” said New York State Commissioner of Taxation and Finance Michael Schmidt. “Those who do decide to hire a preparer should review the information that follows.”

Tips for hiring a tax preparer

Shop around. Friends, family, neighbors, and coworkers may be able to refer you to an ethical and competent tax preparer. Meet with all the tax professionals you’re considering hiring. It’s important to know if they’ve worked with others in similar tax situations, how long they’ve been preparing returns, and how you’ll communicate moving forward.

You may be able to read reviews from previous clients. This will help you get a sense of the quality of the preparer’s work, their timeliness, and customer service.

Check credentials. Preparers registered with New York State must meet continuing education requirements and minimum qualifications. Attorneys, certified public accountants, and IRS enrolled agents aren’t required to register, but do have other professional requirements. Ask to see the preparer’s registration certificate or proof that they don’t need to register. You can also verify that a tax preparer is registered online.

Ask about fees. Ask to see a list of fees up front. The fees should be directly related to the services provided and not the refund amount. Tax preparers in New York City must display their fees and their credentials in plain sight. Also, by law, preparers cannot charge to e-file your tax return in New York State.

Protect your refund. The fastest and safest way to receive your refund is to have it directly deposited into your bank account.

Ensure security. It’s critical that your private information is protected. Question any potential preparer about how your sensitive data will be safeguarded during the tax filing process and after your return has been filed, as well as how many people will have access to your files.

Look for red flags. Never hire a preparer who won’t sign or electronically file (e-file) your return, and never sign a return before it’s fully prepared. You and your preparer must both sign your completed return. Preparers must include their federal preparer tax identification number (PTIN) or Social Security number on the return, and either their New York State registration number or exclusion code.

Beware of preparers who say they will prepare your return for a percentage of the refund. If a tax preparer won’t provide information about fees, this should tip you off that something isn’t right. Never hire a preparer who promises a large refund without reviewing your information, and steer clear of those who suggest you claim a bogus deduction or credit.

In the end, you are ultimately responsible for the information reported on your tax return and any amounts you owe. It is important that you review your return carefully before the return is filed.

For additional information, visit our Tips for hiring a tax preparer webpage. If you suspect that a tax preparer is engaged in illegal or improper conduct, please file a complaint with the NYS Tax Department:
on our website, or by phone at 518-530-HELP.

The Tax Department will review your complaint promptly and, if appropriate, take corrective action that may include sanctions.

Interfaith Census 2020 Coalition Launches City-Wide Initiative

  Effort Aims to Ensure Historically
Undercounted Communities Are Represented

New York, NY – The Interfaith Census 2020 Coalition is launching a first-of-its-kind census mobilization effort: a partnership between city government and New York City faith leaders and communities. The goal is increased participation in this year’s census in historically undercounted communities.

This is the first city-wide, interfaith, large-scale movement across a wide range of faith traditions since 9/11. The effort is led by a steering committee that includes FPWA, UJA-Federation of New York, Catholic Charities of New York, Council of People’s Organization, and the Interfaith Center of New York. Planning for this major effort began in June 2019, in anticipation of the census start date of March 12. Since then over 207 faith leaders have joined the coalition. They represent many faiths including Protestant, Catholic, Jewish, Muslim, Hindu, Sikh, and Buddhist communities.

Twenty communities will be the coalition’s primary focus from the start of the census on March 12 through June 30, the last day residents can be counted.  These communities share common characteristics:  many residents have incomes below the poverty line and no broadband access, and they have been identified as hard-to-count census tracts with high mail-return rates in 2010.  The twenty communities are in all five boroughs and include Brownsville, East and Central Harlem, East New York, Elmhurst, and Mariner’s Harbor.  The Interfaith Coalition was partially funded by the City Council to engage in census-related planning and organizing.

New York stands to lose billions in federal funding and as many as two of its 12 congressional seats if the city’s 8.6 million residents are undercounted in the 2020 census. The city’s response rate is less than the national average — 62% compared to 76% — and some neighborhoods saw rates as low as 35%. The U.S. Census Bureau estimates the New York area’s response rate could drop as low as 58% in 2020.

“Faith-based organizations and their communities have been a vibrant influence on the civic life of New York City for centuries, and that’s still true today, “ states Jennifer Jones Austin, Chief Executive Officer and Executive Director of FPWA, “Faith leaders have an intimate, hyper-local understanding of the needs of our city’s underrepresented communities; they bring the necessary skills to ensure a comprehensive count.  In the end, this is about community empowerment.  Traditionally undercounted and underserved communities must be represented in the 2020 census so that they get the millions in federal funding and full representation in our national government that they deserve.”

“We are immensely grateful for all the partners in the interfaith coalition. We share the common goal of ensuring the well-being of all New Yorkers, particularly the most vulnerable. Any undercount could cost our city many millions of dollars in funding for those who need it most, and so it’s critical that we work together to make the case for widespread census participation,” says Eric S. Goldstein, CEO, UJA-Federation of New York.

“This opportunity to ensure every New Yorker is counted only comes around once in a decade,” says Monsignor Kevin Sullivan, Executive Director of Catholic Charities of New York. “Only by redoubling our efforts this year can we ensure that our communities will receive the necessary funding for vital public services, including schools, hospitals, fire departments, and neighborhood and business plans.”

“By reaching across faith lines to include the extraordinary diversity of New York City’s religious leaders and their communities, Interfaith Census 2020 Count Coalition will ensure that every New Yorker has a chance to be counted. ICNY and our partners believe that every New Yorker counts,“ says Reverend Dr. Chloe Breyer, Executive Director, The Interfaith Center of New York.

“It is imperative to work with faith leaders to ensure a fair and accurate count. The current administration has created an atmosphere full of fear. It is incumbent upon the faith leaders and people with goodwill to share the message that their voice counts and everyone matters. We must show we are here to receive the funding available for our communities to flourish,” says Mohammad Razvi, CEO, Council of Peoples Organization.

Governor Cuomo Launches Campaign to Ban Flavored Nicotine Vaping Products and Ads Aimed at Youth

Earlier today, Governor Andrew Cuomo, surrounded by national leaders in the fight to combat vaping, launched a new campaign to ban all flavored nicotine vaping products, including menthol flavors, and to restrict vaping advertisements aimed at youth in the Enacted Budget this year.

The Governor's proposed legislation would authorize the State Department of Health to regulate the sale of vaping product carrier oils deemed to be a public health risk. The legislation would also prohibit the online, phone and mail order sale of e-cigarettes; only registered retailers would be allowed to purchase e-cigarettes using those methods.

The campaign includes a new hashtag - #NoVapeNY - as well as a petition where New Yorkers can show their support for the legislation and a new website with more information about the proposals.

The Pirbright Institute Addresses Social Media Misinformation on the Coronavirus

The following announcement was published on the institute's website on January 24, 2020.

The Pirbright Institute is aware that misinformation regarding the Institute and its research is circulating on social media following an outbreak of a new (novel) coronavirus that infects humans in Wuhan, China. These are the facts regarding our coronavirus research and funding.

The Pirbright Institute carries out research on infectious bronchitis virus (IBV), a coronavirus that infects poultry, and porcine deltacoronavirus that infects pigs. Pirbright does not currently work with human coronaviruses. More information on our coronavirus livestock research can be found on our website.

The Institute holds Patent no. 10130701 which covers the development of an attenuated (weakened) form of the coronavirus that could potentially be used as a vaccine to prevent respiratory diseases in birds and other animals. Many vaccines are made in this way, from flu to polio. We have not yet developed an IBV vaccine, but research is ongoing.

The Institute is strategically funded by the Biotechnology and Biological Sciences Research Council, part of UK Research and Innovation (BBSRC UKRI) and also receives funding from many other organisations including the Bill & Melinda Gates Foundation. The patented work was not funded by the Bill & Melinda Gates Foundation. More information on The Livestock Antibody Hub, which is funded by the Bill & Melinda Gates Foundation, is available on our website.
