C-SPAN: Kentucky Republican Senator Rand Paul blocks the bipartisan Emmet Till Anti-Lynching bill from moving forward in the Senate arguing that it was too broad in scope and needs to be amended. The measure was passed by the House in February by a vote of 410-4. A similar bill passed in the Senate last year. Following Senator Paul's remarks, Senators Kamala Harris (D-CA) and Cory Booker (D-NJ) rise in opposition to his amendment.
