Begging the Question: Why Does the City Hesitate to Help Vulnerable People in Need?

Were it not for the persistence of WNBC reporter Melissa Russo and an assertive new Administration for Children’s Services commissioner recognizing an intolerable risk to children when he saw one, kids might still be sitting on city sidewalks like rag dolls used by their beggar moms to gain sympathy and spare change from passersby.

After years of empty promises from Mayor de Blasio, including a commitment that his Children’s Cabinet would come up with a plan to aid the unfortunate tots and their unfortunate parents, ACS Commissioner David Hansell is now intervening to help the kids, removing some to foster care.
