Proposal Calls for Civilian Lawyer to Monitor NYPD Surveillance of Muslims

A civilian watchdog will now sit on the NYPD panel that decides on surveillance activity under a proposed settlement with the city to protect Muslims from unconstitutional monitoring, officials said Monday.

The watchdog would sit on the NYPD committee that meets monthly to discuss ongoing surveillance operations.

The move — part of an agreement that settles lawsuits accusing the NYPD of violating the rights of those in Muslim communities after Sept. 11, 2001 — also allows the civilian rep to communicate concerns about surveillance. 

Those concerns include whether such operations are launched and conducted constitutionally, said Jethro Eisenstein, one of the civil rights lawyers who argued the case.
