Schumer: Novelis, Alcoa Aluminum Plants in NY Hurt by 'Predatory' China Trade Practices

 

Syracuse, N.Y. — U.S. Sen. Charles Schumer today pressed the International Trade Commission to take action to stop what aluminum producers in New York say are "predatory" trade practices by foreign governments and producers, especially China.

In testimony submitted to the commission on behalf of New York's aluminum producers, Schumer, D-NY, said Chinese producers are shipping aluminum through third-party countries to create a different country of origin or are intentionally misclassifying aluminum exports to illegally circumvent U.S. duties.

In addition, Chinese regulators have made it impossible for U.S. producers to purchase aluminum scrap from the Chinese market for export to the U.S., while China's producers continue to purchase large sums of scrap from the U.S., driving up costs for American producers, he said.
